North Carolina Files Bill to Ban Octopus Farming
Animal Rights Initiative Partners with Rep. Harrison to Introduce H.293: Marine Life Stewardship Act

Raleigh, NC - Animal Rights Initiative (ARI) is proud to announce the introduction of House Bill 293, the Marine Life Stewardship Act, a forward-thinking measure to prohibit commercial octopus farming in the state of North Carolina. Sponsored by Representative Pricey Harrison, the bill reflects growing consensus over the risks associated with this burgeoning form of aquaculture.
The bill was officially introduced on March 5, 2025, and marks a significant step in preserving the health and fortuitousness of North Carolina’s marine ecosystems and blue economy.
“North Carolina’s native octopuses and crustaceans would be irreparably harmed in cases of accidental release” said Amanda Fox. “We thank Representative Harrison for introducing this measure and safeguarding our natural resources from unsustainable industrial developments.”
Octopuses are regarded as the most intelligent invertebrate species. Unlike other animals typically raised in aquaculture systems, octopuses lead solitary lives, reproduce only once, can walk on land, and exhibit complex behaviors that make them especially susceptible to suffering on industrial farming operations.
North Carolina now joins our growing national movement to proactively address this issue. With the introduction of H.293, the state became the eighth U.S. jurisdiction to introduce legislation opposing commercial octopus farming, following in the footsteps of Washington, California, Oregon, Connecticut, Hawai‘i, New York, and New Jersey.
